San Francisco City Hall is one of the most beautiful government buildings in the country, and it’s also one of the most affordable places to get married in California. But there are multiple ceremony options at different price points, and understanding which one is right for you matters. Here’s the complete breakdown.

Civil Ceremony (The Basic Option)

Cost: $112 ($93 marriage license + $19 ceremony fee, approximate as of 2026)
Duration: About 5 minutes
Location: The rotunda on the first floor, alongside other couples who are also getting married at the same time
Guests: Up to 6 (including your photographer and officiant)
What’s included: A civil officiant performs a brief standard ceremony. You exchange rings, say “I do,” sign the license, and you’re done.

The reality: The basic civil ceremony is efficient but not romantic. Multiple couples may be getting married simultaneously in the rotunda. It’s crowded, there’s no privacy, and the ceremony is over before you’ve fully processed it.

Best for: Couples who just want the legal paperwork done and plan to have their “real” ceremony elsewhere (like Big Sur or another location later that day).

Private Ceremony (The Upgrade)

Cost: $1,000 to $5,000+ (varies by package and day of week)
Duration: 30 minutes to 1 hour of exclusive access
Location: Your choice of the grand staircase, 4th floor gallery, Mayor’s Balcony, or other reserved spaces
Guests: Varies by package (typically 20 to 100+)
What’s included: Private access to a designated area. You can bring your own officiant, photographer, and florals.

Best for: Couples who want the full City Hall experience: the grand staircase, beautiful light, and a ceremony that feels intentional and private.

Weekday vs. Saturday

Weekdays (Monday through Friday): Civil ceremonies available. Less expensive private packages. Fewer other couples.
Saturdays: Private ceremonies available for higher fees. No civil ceremonies. Fewer tourists, which means better photos.
Sundays and holidays: City Hall is closed.

Best Photo Spots Inside City Hall

The Grand Staircase: The most photographed spot. The symmetry, marble, and natural light from the dome above create stunning images. Best light: mid-morning to early afternoon when the sun illuminates the rotunda.

4th Floor Gallery: The balcony overlooking the rotunda. Beautiful for portraits looking down at the staircase, or standing with the arched windows behind you.

Mayor’s Balcony: A more intimate balcony with ornate details. Great for close-up, romantic portraits.

The Rotunda Floor: Looking up at the dome from the center of the rotunda. The Beaux-Arts architecture and painted ceiling are extraordinary.

North Light Court and South Light Court: Smaller side halls with beautiful natural light and less foot traffic.

City Hall + Adventure Elopement Combo

The most popular option among my couples is combining City Hall with an outdoor adventure later the same day or the next day:

Same-day combos:

  • City Hall ceremony in the morning → Big Sur portraits in the afternoon (2.5-hour drive)
  • City Hall ceremony → Baker Beach sunset portraits (15-minute drive)
  • City Hall ceremony → Lands End Trail portraits (20-minute drive)
  • City Hall ceremony → Marin Headlands / Battery Spencer for Golden Gate Bridge views

Two-day combos:

  • Day 1: City Hall ceremony + San Francisco portraits
  • Day 2: Big Sur elopement adventure (full day in the redwoods and coastal bluffs)
